中美灾害救助体制比较——以汶川地震和卡特里娜飓风为例

Comparison of the Disaster Relief System between China and the USA —Based on the Wenchuan Earthquake and the Katrina Hurricane

本文对中国汶川地震和美国卡特里娜飓风救灾过程中的表现差异进行了对比,进一步分析和比较了中美两国救灾体制中的法制化程度、政府层级职能、负责机构、军队作用等方面的差异,最后提出了美国救灾体制对我国的一些启示。

This article firstly compares what China did during the Wenchuan earthquake and what USA did for the Katrina Hurricane. And then the article analyzes the differences between two countries about institutionalization of their disaster relief system, the functions of the individual level governments, the responsible institutions and the role of the armed forces. Finally, some inspiration that the USA relief system gives to China is presented.
