教育事业需要懂得教育的人来领导,教育的发展有赖于大批教育家的积极贡献。为适应社会和教育发展的新要求,我们需要形成一支具有现代教育专业素养的教育局长和校长队伍。为此,我们要加强地方教育局长专业化、完善中小学校长任职资格制度建设,从而为教育管理工作者专业素养的提升创造良好的制度环境和实践基础。

Educational cause needs to be led by leaders who know education; education development depends on large quantities of educators＇ contribution. In order to meet new needs of society and education development, we should construct a team of educational bureau directors and principals who master the knowledge of modern education. As a result, we must strengthen specialization of local educational bureau directors and improve the credentials system of principals to create good institutional environment and practical basis for improving professional quality of education administrators.
