摘要
我国民办教育发展的区域非均衡性特征已十分明显:在省域层面上主要表现为市场主导,教育需求是民办教育发展最终决定力量;在市域层面上主要表现为政策主导,只有当本地政府能够提供更为优惠的政策时,才能产生区域积聚效应;在县域层面上表现为学校主导,市场力量和政策力量最终要借助民办学校加以整合。深入认识这些差异及形成的原因,有助于我们从新的视角探讨民办教育的发展。
Development of our non-governmental education shows some regional features of non-balance. Based on the survey, this paper indicates that the development of our non-governmental education is market-oriented in the province level, and education demand is the final decisive force. While it is city -oriented in the city level, which the pooling effect can be generated on the condition that the local government provides some preferential policy. In the town level, it is mainly school-oriented, which the market and policy power must be integrated with the help of non-governmental school. With a deeper understanding of these differences and causes, we can provide a new point of view to the development of non-governmental education.
