摘要
我国现行的基础教育是一种横跨义务教育与非义务教育,纵跨学前教育、初等教育与中等教育的"泛基础教育"。由于缺乏必要的基础性制度作为保障,"泛基础教育"存在许多制度壁垒,使基础教育改革难以突破。为此,应将基础教育与九年义务教育制度重合起来,使之成为国家提供的普惠全体人民的国民基础教育。同时,确立高中阶段教育独立的学制地位,建立基础教育后的多元化分流机制,为沟通基础教育与其他阶段教育的创造制度环境。
At present, Chinese basic education is a kind of"general basic education", which stretches across compulsory education and un-compulsory education, striding over preschool education, primary education and secondary education. Because of the shortage of necessary basic system as the guarantee and a lot of system barriers, the basic education reform is so difficult to break through. Therefore, we should combine the basic education and the nine-year compulsory education system to develop the basic education which serves for the general public. Besides, we should make senior middle school education an independent educational system and build diversified division mechanism after basic education. Thus, a good system environment to ensure the interface of basic education and other educational stages could be created.
