我国粮食安全目标及风险分析

The Goal and Risk Analysis on China's Grain Security

粮食安全主要体现在稳定的生产能力、合理的粮食品种结构、较高的粮食自给率和健康的食物消费模式等方面。粮食安全风险来源主要有三:一是频发的自然灾害加大粮食生产波动,二是趋少的自然资源加大粮食增产难度,三是难料的粮食价格加大粮食市场风险。本文针对粮食安全目标及其风险提出了保障国家粮食安全目标的战略对策。

Grain security which plays an important role in promoting national economic development,maintaining social stability and guaranteeing the residents'healthy is the foundation of national food security.Food security mainly embodies a stable production capacity,reasonable structure of food varieties,the higher rate of food self-sufficiency and healthy food consumption pattern,etc.The main source of grain security risks are:Firstly,frequent natural disasters increase the fluctuation of food production.Secondly,increasingly shrinking natural resources make food production increase more difficult.Lastly,difficult forecast of food prices increases the risk of food market.Aiming at grain security goals and risks,it puts forward some strategic policies and measures of guaranteeing national grain security goals.
