The paper attempts an analysis of the countermeasures for the exsisting problems of scientific research project management in universities ： having a comprehensive understanding of value target of scientific research in universities to prevent one - sidedness ; sticking to the conception of developing scientific research in a rapid and sound way; strengthening the punishment of academic misconduct to address both the symptoms and root causes.
