Colleges（departments） of foreign studies are extraordinary in universities or colleges, particularly for the humanities, because foreign languages（ and foreign language teachings）exert great impact on improving both studentsand teachers quality. Based on the status quo of the colleges （departments）of foreign studies particularly with feeble groundwork, the paper explores the core issues such as＂ Strengthening the practicability/instrumentality and channel/communication function of foreign languages＂ ,＂ The picture of the development of the colleges and majors＂ ,＂ Implementing an overall reform in which graduates, post-graduates and doctoral students are integrated as a whole＂ ,＂ Making breakthroughs at the crucial issues in teaching＂ ,＂ Endeavoring to faciliate more publications of academic research＂. With the considerations in question, the paper draws an outline of the blueprint and the pathways therein for the colleges（departments） of foreign studies.
