国内外典型城市基于轨道交通的“交通引导发展”模式研究

On Transit Oriented Development Model in World Cities

调查分析了国内外典型城市东京、香港、高雄、巴黎等基于轨道交通的TOD(交通引导发展)模式的基本经验,初步归纳了世界典型城市基于轨道交通的TOD模式的基本规律。指出了城市轨道交通是TOD模式的重要支撑,城市轨道交通站点周围的土地利用性质应以商业和住宅为主,其土地开发强度应较高。根据目前我国轨道交通建设和城市规划发展的趋势和特点,针对轨道交通车站周围土地利用性质、土地开发强度、开发时机等关键问题提出了我国进行基于轨道交通的TOD模式的建议。认为可以通过基于城市轨道交通的TOD模式来提高土地利用效率;应合理调整城市轨道交通站点周边区域的土地利用性质;应对城市轨道交通规划和土地利用规划进行统筹安排,同步实施。

Abstract This paper investigates and analyzes the basic experiences of TOD （Transit Oriented Development） mode of urban rails transit in big cities at home and abroad, like Tokyo, Hong Kong, Kaohsiung and Paris, summarizes the basic laws of TOD mode in typical urban rail transit cites. Urban rail transit is an important support for TOD mode and high intensify of land development, like commercial and residential house, and the key point for land development. On this basis, in accordance with the trend and characteristics of China＇s rail transit construction, urban planning and development, the paper brings forward some suggestions for the land-use mode, the development intension and development time of TOD mode surrounding rail transit stations. The authors argue that rail transit TOD mode would intensify the land development; adjust the nature of regional land-use surrounding the rail transit station reasonably; arrange coordinately urban rail transit planning and implement land use planning simultaneously.
