针对全球金融危机对我国经济的冲击,实施积极的财政政策和适度宽松的货币政策,已经成为我国政府启动的干预机制。目前,随着"双松"政策实施,政府功能财政效果的理想化描述纷纷出现。在此背景下,回顾西方政府经济干预和自由市场理论以及我国政府体制改革历程与走向,有助于我们辩证地看待政府功能财政政策的利弊,正确处理政府干预和市场机制的关系,坚定我国市场体制改革方向,推动政府职能改革的深化与突破。

Nowadays Active fiscal policy and moderate monetary policy have been the intervention mechanism implemented by Chinese government due to the impact of global financial crisis on china＇s economy. With the implementation of ＂twoloose＂ policy, several Idealized description of the effect of functional finance have emerged. In this context, recalling the economic intervention and free market theory of western countries and the course and trend of our government reform can help us to get dialectical view of advantages and disadvantages of the functional finance, to correctly deal with the relationship between government intervention and market mechanism, to firm the direction of China＇s market reform and to promote the deepening and breakthrough of the government functional reform.
