我国排污行政许可制度的法律问题探析

实施排污行政许可制度是环境管理机关进行环境保护监督管理的重要手段,也是行政管理相对人获得相关权利的法定方式和确认相关义务的重要制度。为尽早结束排污行政许可的试点阶段,应尽快加强对我国排污行政许可制度的法律研究,为制度构建提供法律上的切实保障和科学有效的执行依据。

[ Abstract ] The implementation of environmental pollution outlet license is not only an important method for environmental adiministration department to play environment adiministration supervison, but also an important methods for the counterpart of administration supervision to obtain the relative right and to confirm the relative obligation . To end the processing period of pollution outlet license, the investigation on pollution outlet license law should be speeded up, to support law protection for the construction of whole frame and the base for high efficiency executive.
