中国志愿服务存在问题及发展对策

The Problems and Countermeasures of Voluntary Service in China

经过近三十年发展,中国志愿服务对推进社会主义精神文明,促进和谐社会建设起到了不可替代的作用。但受发展时间、重视程度及体制机制等多种因素制约,中国志愿服务尚存在组织运作机制欠缺、法律法规不健全、组织支持体系相对缺乏、志愿者代偿机制不完善及组织社会化程度低等问题,迫切需要从普及志愿精神、培育志愿文化、加快立法、规范运作机制及建立代偿机制等方面加以规范和发展。

For nearly thirty years development, the voluntary service in China has been beneficial to promote the building of socialist spiritual civilization and harmonious society. However, due to limit time and system, there are some problems such as lack of operation system, unsound laws and rules, lack of support system, unperfected compensatory mechanism and low socialization. To solve these problems, it needs to popularize voluntary spirit, cultivate voluntary culture, promote the laws and rules, standardize operation system and set compensatory mechanism.
