浅谈农民“话语权”的缺失及回归途径

A Brief Analysis of the Deficiency of the Farmers' "the Right to Speak" and the Way of its Regaining

话语权是农民的一项基本权利,农民具有完全话语权是其利益真正实现的基础,也是保障党和政府公共政策科学性与有效性的重要前提。但目前我国农民话语权存在着严重缺失,必须通过采取构建农民利益表达的有效机制,消除农民话语表达的制度性障碍;提高农民整体素质和组织化程度,增强其话语表达效能;非农精英人士充当农民代言人,促使农民完全话语权的实现;发挥大众传媒的社会公共空间职能,为农民话语表达搭建平台等措施,促使农民话语权的完全回归。

The right to speak is the farmers＇ basic right. To endow them with the right is the basis for them to realize their benefit and also the important premise to ensure the scientificalness and validity for the public policy made by the Party and the government. But at present the right to speak for the farmers of our country is seriously deficient and the validity mechanism to express their benefit must be constructed so as to wipe out the systematic obstacles about the right. The basic essence and the organization degree of the farmers as a whole must be raised to strengthen the efficiency about expressing themselves. The elite of non-framers playing the function of the farmers＇ spokesmen can promote the complete realization of the right to speak. The measures as bringing the media into full play of the social and public duties in Order to construct platform for the farmers to express themselves and to promote the complete regaining of the farmers＇ right to speak.
