It is a challenging issue for all political powers in modern China to improve the peasant＇s political participation. On the basis of analysis of the situation of peasant＇s political participation in land reform in 1947 - 1949, the paper points out its character of union of positive participation and negative participation and reveals its enlightenment and significance.
