甘肃省民办中小学教育发展中存在的问题及其对策研究

A Research on Problems Existing in the Development of Nongovernmental Primary and Secondary Education in Gansu Province and the Countermeasures

民办中小学教育是基础教育的重要组成部分,对教育发挥着重要作用。对甘肃省民办中小学教育的调查结果发现,甘肃省民办中小学教育的发展相对比较落后,存在诸多问题,主要体现在教育观念落后、生源质量差、公办和民办学校法律地位不平等、教师流动性大、办学资金短缺、学校内部管理机制不健全、封闭式管理的特点突出、学校的单一化和同质化倾向严重等方面。对此应从提高对民办中小学必要性的认识、加强政府职能、加强民办学校教师队伍建设、创建充满人文关怀的校园文化、创办特色教育、健全民办教育经费保障机制以及健全民办教育管理体制等方面加以改进和发展,以促进甘肃省民办中小学教育的发展。

The private primary and secondary education is an important part of the basic education and plays an important role in education. The survey on private primary and secondary education in Gansu province shows that the development in the education of private primary and secondary schools in Gansu falls relatively behind. Here are various problems： mainly educational concepts fall behind; the quality of students is poor; the legal status of public and private education is not equal; teachers＇mobility is serious and the school is short of funds; the school＇s internal management mechanisms is not sound ; closed - end management is characterized by prominent ; the problems which exist are a serious tendency towards single, homogeneous schools and so on. These problems should be solved from the following aspects： to raise the awareness of the need for private primary and secondary schools; to strengthen the functions of the government ; to improve the construction of teachers ; to create a school culture full of humanity and care; to found the characteristic education and to accomplish the mechanisms to ensure the founding of private education, completing the management of private education system,so as to promote the development of private primary and secondary education in Gansu province.
