综合效益评价视角下土地整理项目方案择优研究——以江苏省丹阳市吕城镇为例

Research on the Choice of the Planning Scheme of Land Consolidation Project Based on the Angle of Comprehensive Benefit Evaluation

[目的]拟在对多种规划方案进行综合效益评价分析基础上,选择最优规划方案。[方法]采用层次分析法(AHP)和模糊综合评判方法,对土地整理项目拟产生的经济、社会和生态综合效益进行评价,以此确定项目的规划方案。[结果]新增耕地数量、耕地质量提高程度等指标是影响综合效益的主要因素,也是规划方案确定所需考虑的首要因素。[结论]采用层次分析法和模糊综合评判方法进行土地整理项目规划方案择优具有较好的实用性。

[ Objective ] The study was to choose the best planning scheme on the base of analyzing the comprehensive benefit evaluation of diversified planning schemes. [ Method ] Economic, social and ecological benefits which produced by land consolidation project were evaluated by using analytical hierarchy process （AHP） and fuzzy comprehensive evaluation methods, the planning scheme of this project was determined. [ Result] The result indicated that the new added amount of cultivated land, enhanced degree of cultivated land quality and other indices were the major factors which affected comprehensive benefit, they also were chief factors which determined the planning scheme. [ Conclusion] Using AHP and fuzzy comprehensive evaluation methods to choose the best planning scheme for land consolidation project had better practicality.
