云南省膏桐产业发展现状与对策研究

Analysis on Development Situation and Countermeasure of Jatropha curcas L.Industry in Yunnan Province

应用SWOT分析方法对云南省膏桐资源优势、产业发展现状进行综合分析,指出云南省膏桐产业发展中存在产业发展水平低、加工成本高、缺少价格优势、科研滞后、原料林基地建设投资不足、成效难以保障、尚未建立膏桐种子收购体系等问题,提出了引进和培育龙头加工销售企业,推动膏桐产业化进程、突破技术瓶颈、降低加工成本、提升市场竞争力、加大膏桐产业科技投入力度、加大政策的扶持力度、多方争取资金、扶持发展膏桐原料林基地,科学规划、合理布局膏桐产业基地、加强原料林基地的抚育管护,确保建设成效、加强病虫害防治、出台最低收购价执行预案,适时启动弹性亏损补贴机制、加强市场建设,扩大流通领域等发展对策。

The study uses SWOT analysis method to synthetically analyze the superiority of the Jatropha curcas L. resource and the industry development situation, and points out the existing problems of Jatropha curcas L. industry, such as industry level is low, the cost of process is high, being short of price superiority, scientific research is undeveloped, the raw material forest construction investment is inadequate, achievement guarantee is difficult, seeds purchase system of Jatropha curcas L. has not found and so on. It puts forward some introducing and cultivating the tap industry of process and sale enterprises; promoting the Jatropha curcas L. industrialization proceeding; breaking through technology problems; reducing process cost; raising competition of market; enlarging the industry technology＇s input; enlarging policy＇s supports; increasing funds in many ways, developing the base of raw material forests, scientifically planning; laying out the industry bases reasonable ; strengthening the management of the raw material forests and enhancing the prevention and cure of plant diseases and inect pests; implementing the lowest purchase price preparedness, booting elasticity loss subsidy mechanism duly, strengthening construction of market and enlarging the circulation field.
