国外卫生总费用筹资水平与结构比较评价

Comparative evaluation for financing level and construct of national health expenditure in foreign countries

介绍了国内外卫生总费用(NHE)核算分类口径的差异。根据世界卫生组织(WHO)卫生总费用筹资指标,收集《OECD Health Data 2006》和《The World HeaIth Report 2006》中的数据,对部分经济合作与发展组织(OECD)和中、低收入国家卫生总费用筹资规模和结构进行比较分析:两者在人均NHE、NHE/GDP及公共卫生支出占NHE的比例上具有较大差距,变化趋势也各具特点。在此基础上提出:各国政府要注重调控NHE/GDP的比重关系,实现宏观经济与卫生的同步、协调发展;部分国家应强化政府在卫生筹资领域的主导作用,着力改变不合理的筹资构成,以减轻居民个人卫生费用支付负担,提高卫生系统筹资公平性。

Presented the difference on accounting caliber of National Health Expenditure （NHE） at home and abread. Based on the data from 《OECD Health Data 2006）》 and 《The World Health Report 2006》 ,the financing level and construct of NHE between partial OECD countries and middle-low income countries was analysed comparatively according to financing indicators provided by WHO. The results indicated that there were a few gaps on percapitation NHE, NHE/GDP, Public expenditure on health/NHE, and various characters in term of change trend between the two sorts of countries. On the basis, we put forward that more attention should be paid to control the proportion relation on the index NHE/GDP in ordor to synchronize the coordinated development of health within the macro-eeonomy; some countries should strengthen the leading role of government in the domain of health financing and strive to change the unreasonable financing construct to help case the burden of out-of-pocket payment for disease treatment and improve the financing equity of health system.
