中国农民工政策的回顾与思考

A Review of the Policy of Chinese Peasant Workers

农民工是我国城乡二元社会经济体制下,改革开放政策推动产生的一个特殊的社会群体。农民工的城镇转移就业行为既受我国宏观经济波动的影响,更深受我国经济体制和政府政策变动的影响。分析我国农民工政策的演变历程,研究我国农民工政策在改革进程中各个阶段的突出特征,探索我国农民工政策的未来发展走向,可以为我国农民工政策的科学制定与合理设计提供理论支持和学术支撑,以充分开发和有效利用我国丰富的农村人力资源,更好地发挥农民工对我国城乡经济发展和社会进步的推动作用。

This paper analyzed evolutional processes of policy of peasant worker, studied the outstanding feature of the policy of Chinese peasant workers in every phase in the reform process, pondered the direction of the policy of the Chinese peasant worker. This will provide the theoretical and academic support for the scientific establishment and appropriate design of the policy of Chinese peasant worker and sufficiently develop and employ the rich labor resources in rural area, and finally exert the peasant workers＇ promotional function for the urban and rural economic development and social progress.
