Using the Scientific Concept of Development to Guide the Government Building

科学发展观对政府服务质量和水平提出了新的更高的要求,迫切需要转变政府职能,加快建设服务型、效能型、阳光型政府。当前,政府职能仍然存在部门职能设置交叉重叠、行政审批手续较多、行政执法自由裁量权随意性大、政事政社不分等问题。建设人民满意的"三型"政府,必须坚持以科学发展观为指导,以加快政府职能转变为核心,着力提高政府公共服务水平,努力提高政府行政执行能力,大力提高政府廉洁透明度。

The Scientific concept of Development advances a new and higher requirement of the quality and level of the government＇s sevices.The urgent need is transforming the functions of the gorvenment,constructing a service-oriented,pefformanee-based,sun- oriented government.Presently,the government still exists ovedapping funmctions in the officials,overmuch procedures of the administratrative approval,administrative law enforcement arbitrary discrection,and regardless of the political and soeial,eorporate issues. Such as building the Three types Government that satisfacts of most of people,must adhere to the Scientific concept of Development as a guide. So as to speed up the transformation of the government functions as a core,and strive to raise the government＇s public serveee level,and srive to improve the capacity of Government＇s administrative implementation,vigorously improve the transparency and honesty of the government.
