建设中国天然气调峰储备与应急系统的建议

Suggestions on establishing peak-shaving reserve and emergency system in China

天然气调峰储备与应急系统是天然气工业体系中的一个重要组成部分。随着中国天然气市场的快速发展,用气规模的不断提高,迫切需要形成与之相适应的天然气调峰储备应急系统。为此借鉴国内外天然气调峰应急储备系统的已有经验,提出了建设中国天然气调峰储备应急系统的建议,指出了建立中国天然气调峰储备应急系统需要做好的几项工作:建立调峰储备枢纽、建设区域储备调峰中心、做好气田资源性储备、促进储气库建设多样化、理顺储气库建设投资价格体系、倡导储气库建设投资主体的多元化等。这些工作的开展实施,有利于促进天然气调峰储备应急系统的建立,有利于中国天然气业务的均衡快速发展。

Gas peak-shaving reserve and emergency system is an integral part of natural gas industry system.With the rapid expansion of natural gas market and continuously increasing gas consumption volume,it is urgent to establish a corresponding peak-shaving reserve and emergency system.Therefore,the paper puts forward some suggestions on establishing the system in China after learning the experiences from China and foreign countries.The following works should be done:to establish peak-shaving reserve hinge and regional reserve peaking-shaving center;to well organize resource reserves at gas fields;to promote diversification of gas storage construction;to rationalize the investment price system;to promote the investment diversification in gas storage construction,etc.These works will facilitate the establishment of peak-shaving reserve and emergency system and also benefit the balanced development of Chinese natural gas industry.
