北朝各国统治者在自然灾害发生时采取多种方式的经济救助的同时,也采取了政治性的救灾措施,主要包括:检讨为政过失,调整统治策略;整顿吏治,实行国家救灾政策;安抚灾民,维护正常的社会秩序;问民疾苦,稳定民心。这些救灾措施的实施在不同程度上起到了辅助救灾的作用。

The successively political measures taken by all the governments were as follows：the emperor reproved himself and accepted the advice,strengthened the official system,advertised for the talents,changed the reign title, which all took some consoling effect. We have summed up the experience and lessons in order to serve the needs of reality.
