产业集群理论的核心问题就是"产业集群的生成与演进"。任何一个产业集群,都是在一定的历史、经济、政治、社会、文化条件下,不断地通过适应甚至是改造环境,缩减经营环境的复杂性和不确定性,自组织化的产物。因此,对于产业集群的形成和演化机制研究,应该基于系统的观念,在对其形成和演化影响因子的构成进行分析的基础上,找出它们相互之间的内在作用关系,进而透过对多个个案的规律性总结,来揭示产业集群的形成机理。

Therefore, the research of its formation and evolution should be based on the systematic ideas. On the analysis of its formation and evolution impact factors, it is essential to find the interrelation, then to reveal the formation mechanism of industry cluster based on the conclusion of a number of cases.
