西部地区农村中小企业发展缓慢的重要原因是分散化经营,而集群化是解决这一问题的有效方法,但在集聚过程中,为了节约资源、保护环境及集群自身可持续发展,必须走生态化的发展道路。因此,政府要从集群化和生态化的视角规划、引导和支持农村中小企业的发展。

Therefore, the government must planning, guide and support the development of SMEs in rural areas from clustering and ecological perspective.
