完善我国易制毒化学品管制立法的思考

Thinking On Perfecting Legislation of Precursor Chemicals Control regulation in China

《易制毒化学品管理条例》的贯彻施行对规范易制毒化学品的市场、有效遏制其流入非法渠道,发挥了积极的作用。但是,易制毒化学品的管制是一个十分复杂的问题,对新出现的易制毒化学品、易制毒化学品混合物、仓储管理、废料回收、数量标准、举报奖励等方面的立法需不断地加以细化和完善,才能更好地对易制毒化学品实行科学、有效的管制,为打击和防范易制毒化学品违法犯罪提供有力的法律保障。

Carrying out Precursor Chemicals Control regulation has played an important role in performing standard marketplace of precursor chemicals. However, the control of precursor chemicals is a very complicated job, the legislation of precursor chemicals crime should adapt to present situation. We should increasingly perfect such legislation as newly appearing precursor chemicals, mixture of precursor chemicals, administration of storehouse, recycling waste precursor chemicals, quantitative criteria of crime, encouraging and rewarding of report offence and so on.in order to provide powerful law guarantee for struggling against and preventing precursor chemicals crime.
