从正义精神、秩序精神、自由精神、平等精神和效率精神五个方面对《中华人民共和国政府信息公开条例》的法治精神进行探讨,提出政府信息公开价值的观念及提高政府信息公开效率的措施。

This paper discussed the spirit of rule of law in the Regulations of the People＇s Republic of China on the Access to Official Information from the spirit of justice, order, freedom, equality and efficiency, presented the concept of the value of the government information disclosure and the measures which could increase the efficiency of the government information disclosure.
