The paper constructs the general instructure, knowledge base, model-database, comprhensive database of the psychological effects evaluation system, designs control strategy, fixes up its inference direction and conflict resolution, and uses the theory of cloud to resolve the problems of uncertainty and transition between quality and quantity in the process of inference.
