摘要
当今世界进入“环保时代”，人类对生态环境的关注与日俱增。环保时代的国际贸易与国际投资出现了“绿色化”倾向。世界经贸组织的有关条款、各国政府的投资政策与贸易政策，都越来越多地考虑对生态环境的效应。我国的外贸、外资、外经及整个国民经济的发展，都应着眼“绿色化”的国际趋势，采取相应对策。
Nowadays world has entered a new stage of development in environmental protect, environmental protect has become a hot point, international trade and transnational investment have demonstrated the 'green' tendency. Governments are today often more concerned with negative externalities(spillover effects) than positive ones, and stress protecting the resources and environment in its international trade and international investment policies. Efforts must be made to ensure a sustanined development and this must be taken as a major strategy in the uslng foreign capital for China. At prestent, close attention should be paid to correctly handling the relationship between use foreign capital and protect environment, and accelerating the development of ' green industries', so as to make better use of both Chinese and foreign markets and resources
