The focus of contemporary Chinese government administrative reform is forming positive interactive model of co-operation between government administration and grass-roots civil society, which is constructed by developing the Non-governmental organizations as its new force, by building Community as its new base, by carrying out public service as its new domain, by achieving the good governance as its new manner.
