基于和谐管理理论的县域旅游发展有效性分析——以广西龙胜县为例

Analysis on Effectiveness of County Tourism Development Based on Harmonious-Management Theory——Taking Longsheng county as an example

发展有效性是在和谐管理理论基本分析框架基础上,由主题设立、环境分析、运行机体设计和运行结果考察等构成的有机系统。广西龙胜县旅游业发展经历了初创期、旅游扶贫期、旅游立县战略期和旅游深度整合发展期四个阶段。各个阶段的发展目标、旅游管理措施、实施效果和发展有效性呈层层递进、逐步完善的态势。研究表明,县域旅游开发活动是一个复杂的、系统的经济、技术和管理活动,其发展有效性分析应借鉴和谐管理理论的分析方法。

Based on the basic analytical framework of Harmonious-Management Theory, the development-effectiveness is an organic system consisting of development subject, environmental analysis, operation body designing and results inspection. In Longsheng County of Guangxi, its tourism development went through four stages ： starting-up period, propoor tourism period, tourism supporting period and the depth-integration development. Various stages of development goals, tourism management , implementation results and the development effectiveness showed progressive layers, and gradually improved the situations. The study shows that the county development is a complex-systematic economic and technological management activity, and the analysis of development effectiveness should draw on the analysis-method of the Harmonious-management Theory.
