英国1947—1968年开发规划变革的启示

在直觉上也许有人认为，在我国这样一个社会主义国家里，城市总体规划作为我国政府对城市空间资源的控制与安排，在具体的规划思想方法，目标及规定的程序方面上不可能同英国1947年的开发规划有着任何相似的地方。而事实上．却有迹象表明，在我国社会中某些方面存在着同英国1947年时的情况很相仿的因素，以致对我国总体规划很有影响的种种矛盾竞同英国不谋而合，这些矛盾共同威胁着两国总体规划的顺利进行。本文通过研究得出：英国1947年的法规所采纳的开发规划的编制思想，方法及其程序同当今我国规划法所确定的总体规划的情况，虽然两者在程度上不完全一样，但却显示出惊人的相似之处。

Someone may think, as a socialism nation of our country, the resort for our government to control and arrange the city space resources in master planning has any similarity of place to the development plan in England in 1947, including the concrete planning thought, method, target and the procedure. But in fact, it has evidence indicate that there are factors in some aspects in our country are similar to the England in 1947.With these result, the contradiction which has nmch influence on our master planning happen to have the same view to the England, and these contra- dictions have threatened both the two country to carry through their plan. This paper make a conclusion through the investigation： Although the complement thought, method and procedure of the development plan which were adopted in the planning act in 1947 is incompletely similar on the degree to the master planning in our country, they display the place of an astonishing comparability.
