摘要
强化安全基础建设,弥补了安全管理的许多欠帐,但与实现安全“有序可控、基本稳定”的目标仍有差距。主要表现为存在“四难”。剖析“四难”,涉及到人事、用工、分配、安全资金投入等机制问题及现行铁路体制问题。解决“四难”必须建立改革与管理有机结合的最佳模式。落实安全经济责任为结合的最终目的,结合的前提是转变机制,考核为结合的主要手段,对人的培育是结合的基本保证。
Strengthening the construction of safety base can compensate the safety management for its shortcomings,but there is still gap with the goal of “perfect order,under control,fundamentally stable”.The gap is shown mainly as “four difficulties”which involve the mechanism questions of personnel,employment,distribution and investment of safety fund,also the question of current railway system.The optimum model of combining reformation with management should be set up to solve “four difficulties”.The final goal of the combinationis to put economic duty of safety into effect,the premise is the transformation of mechanism,the main measure is examination,the basic guarantee is to educate personnel.
