关于铁路安全基础建设的几个问题与对策

Several Questions And Countermeasures On Constructing The Safety Base Of Railway

结合柳州铁路局实际情况，分析当前铁路安全基础建设中人员素质、技术装备、安全管理水平等问题。提出对人员以安全教育为中心，进行技术教育、技能培训，键全考核、使用、待遇一体化制度，形成优胜劣汰的竞争机制。技术装备应大力整治，提高科技含量，所需资金在争取国家资金支持的同时，发挥铁路局、铁路分局及站段的积极性，广开渠道，多方集资，同时还应加快处理废旧设备，把积压资金用活。开展技术攻关，解决安全关键问题，使铁路安全建立在可靠的物质基础上。

By combining with the actual situation of Liuzhou Railway Administration,the author analyzed the current questions of personnel quality,technical equipment,the safety management level in the construction of railway safety base.It was proposed that technique education and skill training must be performed centering on safety education,and the unified system of examination,utilization,treatment should be established to form the competition of survival of the fittest.Technical equipment should be renovated to improve the technical level.National financial support must be striven for,also the enthusiasm of adminstrations,sub administrations,stations and depots should be developed to raise fund from variety of channels.Meanwhile,the abandoned or old equipment should be dealt to make the dead capital active.To solve the key safety questions,the technical tackle should be developed to establish a reliable base for the railway safety.
