Language and the Construction of Meaning in International Relations:on Iraq War

语言是国际政治进程中的一个重要因素,语言、意义与政治联系密切。在国际关系中,政治家们可以通过语言来发挥自己的施动性,实现交流意图,建构意义,加强统治。在宏观层次,言语者可以通过叙述框定话语的主要内容和主要身份,建构新的意义体系。在微观层次,言语者可以通过词汇的选择命名、定义,建构新的游戏规则,通过言语行为的选择达到以言取效的目的。语言的使用并不是任意的,在研究语言本身的同时我们还要关注语境对语言所建构的意义的影响。作者以此为基础,尝试提出语言研究的分析模式,并以伊拉克战争为案例来分析布什总统关于伊拉克战争的语言,探讨行为体实现交流意图的主要语言途径,以更好地理解国际关系中语言与意义的建构。

Language is an important factor in the world political process.Language,meaning and politics are closely related with each other.For international relations,politicians through language can realize their agency and communicative intention,construct meaning,and strengthen the rule.At the macrolevel,speakers frame the discourse content and major identities through narration and construct the new meaning system.At the microlevel,speakers use different words for naming and definition,and construct language games.Speakers use different forms of speech acts to achieve perlocutionary act.The use of language is not limitless;it is restricted by political and social context.This paper,based on the relevant researches,tries to put forward an analysis model for language in IR theories,and the model is then used to analyze President Bush's language on Iraq War.This research can help us not only find out the main language channels for meaning construction but also better understand the construction of meaning through language in world politics.
