国产电力设备监造评述

Electrical equipment manufacturing supervision in China

为了进一步促进制造厂把好电力设备合同产品出厂前的质量关,对国产电力设备近20a的监造工作进行了简要介绍和回顾,总结了成绩,认为在监造标准、工作深度、管理模式、人员素质等方面与国外先进国家仍存在相当大的差距,重点论述了为国产电力设备监造和国际接轨创造更好的客观环境和外部条件,以便把国产电力设备的监造进一步推向市场。阐明需加强监造的行业管理,规范监造的激励与约束机制,促进监造人员素质的提高,用经济手段和法治手段实现电力设备监造的现代化管理等项工作。

With the purpose of promoting the quality level of monitoring before the delivery of the contractual electricity power equipment from the manufactures, the electrical equipment manufacturing inspection work in the past twenty years was introduced and reviewed, pointing out that there is a gap between China and the other more advanced countries in inspection standards, working details, management model and personal quality. The article is focus on creating conducive environment and extemal conditions for the Chinese electrical equipment inspection integrating with the world market, so that it shall be more competent in market. Simultaneously, it clarified the necessity of emphasizing the business management of manufacturing inspection, standardizing the incentive and restraining mechanism, improving inspection professionals＇ quality level, achieving the modernization management of electrical equipment manufacturing with economic and legal means.
