福建省中长期水资源供需平衡问题与对策

Problems and countermeasures of water resources supply and demand balance in Fujian province in mid-term or long-term future

福建省中长期仍然处于经济快速发展时期,工业化、城市化将迅速推进,加剧局部地区、特定时段的水资源供需平衡矛盾。水资源供需平衡直接关系到水资源承载力和可持续利用能力,进而关系到经济社会可持续发展。在明确资源水、灾害水、生态水和虚拟水内涵及其相互关系的基础上,分析福建省水资源问题与供需态势,从资源水利用的高效节约化、灾害水资源化、生态水配置优化、虚拟水市场化四个角度提出了福建水资源供需平衡对策。

Rapidly developing economy, advancing industrialization and urbanization will certainly aggravate the contradiction of water resources supply and demand balance （WRSDB） in Fujian province in mid-term and longterm future. WRSDB is closely related with water resource carrying capacity and sustainability of water resources use, Which could affect sustainable development of society and economy directly. On the basis of definition and analysis of their correlation of available resource water, harmful or disastrous water, ecological water, and virtual water, WRSDB trend and its problems are analyzed in Fujian province. Then, from viewpoints of high effective and saving use of available resource water, converting harmful or disastrous water into available resource water, optimizing ecological water collocation, and market-based virtual water trade, countermeasures of WRSDB are proposed in Fujian province in mid-term and long-term future.
