Based on the progress and the positive effects in the experimental work of issuance fund allocation, from the formation of the perfect and sophisticated allocation mechanism of issuance funds, the author put forward some countermeasures on how to promote the cross-administrative allocation of the issuance funds and how to make this allocation play an important role in the cash supply.
