On the Completing of the Principal-agent Collaboration Mechanism between Government and the Third Sector

第三部门作为一种社会公共组织,可以在一定程度上促进社会的发展。作为政府来说,可以适当发展与第三部门之间的委托代理合作关系。同时,政府应该采取适当的激励、约束和保障机制,减少和避免基于委托代理行为而产生的风险和成本。

As a kind of social public organization, the Third Sector can play a constructive role in Social development under appropriate conditions. Governments should actively collaborate with the Third Sector by building up Principal-agent relationship. At the same time, to reduce the cost and avoid the risk arising from it ,the government should also set up accompanying incentive, constraint and support mechanism.
