摘要
旅欧以来,曾琦从一个新闻记者的视角,对比中西国防差距,从中国自身的国情出发,考虑到未来可能出现的战争威胁,提出了"飞潜政策"、"军国民教育"和"防日反苏"的国防思想,虽因曾氏本人阶级立场的特殊以及自身认识的局限而略显僵化与滞后,但其中仍不乏可圈可点之处。
While traveling in Europe as a journalist, Zeng Qi （ 1892 - 1951 ） had made a comparison about the differences of national defense between China and the western countries. Considering the reality in China and the possible threats of war in the future, he had put forward such thoughts on national defense as making affluent battle planes and submarines; strengthening education of national defense on military personnel and civilians; and watching out for Japan and going against the Soviet Union. There are enough shortcomings because of his class attitudes and limitations in knowledge, but there is still something that we can learn from his thoughts on national defense.
