鞍钢第二炼钢厂有７座平炉进行生产，平炉炼钢工艺落后，经济效益很低，而且因燃烧重油，排放大量的ＳＯ２，造成对大气的严重污染。根据对大气质量的实测结果，二炼钢厂区是鞍山市大气污染最严重的地方，二炼钢平炉改转炉势在必行。
