农村综合改革背景下乡村债务问题探析

农村税费改革以后,沉重的乡村债务问题日趋突出,已经成为制约农村集体经济发展和影响农村社会稳定的重要因素,同时也是正在进行的农村综合改革的一大难题。对于乡村债务成因的分析不能局限于债务产生的具体来源途径上,而要深入到债务形成的体制机制层面。解决乡村债务问题应从如何防止新债的发生和妥善化解现有债务两个角度寻找途径。
