2004-2007年福建省法定传染病网络报告信息质量评价

Quality evaluation of network reports on notifiable infections diseases in Fujian province,2004-2007

目的对2004-2007年福建省法定传染病网络报告信息质量进行评价,为进一步提高报告信息质量提供科学依据。方法利用《疾病监测信息报告管理系统》监测数据,应用未及时报告率、未及时审核率、重复报告率以及县(区)零缺报等评价指标体系,运用SAS9.0软件对网络报告信息质量进行综合评价。结果2004-2007年福建省共报告法定报告传染病报告卡565184张,未及时报告卡总数为105447张,未及时审核卡总数为38543张,累计重卡总数3065张,累计零缺报县(区)总数为19个;未及时报告率为18.66%,未及时审核率6.83%,传染病重复报告率0.05%,县(区)零缺报率0.46%;传染病病例从诊断到报告的时间间隔为0.70d,从报告到审核的时间间隔为0.95h;报告质量呈逐年上升趋势;报告质量较好的为厦门、福州,较差的为南平、宁德。结论2004-2007年福建省疫情报告质量逐年得到提高,但报告质量存在地区不平衡性,南平、宁德疫情报告质量需要加强。医疗机构的未及时报告已是直接影响福建省网络直报工作的主要因素。因此,要进一步强化各级疾病预防控制机构对属地医疗机构疫情报告管理的指导和监管力度。

Objective To evaluate the quality of network report information on infectious diseases in Fujian from 2004 to 2007, providing evidence for the improvement of information quality. Methods Overdue report, overdue verification, duplication report rates as well as county-level report omission were calculated as the quality indicators based on the surveillance data from the Disease Surveillance Information Report Management System. SAS 9.0 was used for a comprehensive evaluation of the information quality. Results From 2004 to 2007, a total of 565 184 report cards on notifiable infectious diseases were reported, including 105 447 overdue report cards, 38 543 overdue verification, 3065 duplicated cards and 19 report-omitted counties. The overdue report rate was 18. 66%, overdue verification 6.83%, duplication report 0.05%, and county report omission 0.46%. The interval between diagnosis and report of infectious case was 0.70 d, and the one between report and verification 0.95 h. The report quality was improving by year; higher quality was present in Xiarnen, Fuzhou, and lower in Nanping and Ningde. Conclusion The quality of infectious disease reporting in Fujian was improving from 2004 to 2007. However, regional imbalances of report quality were identified; Nanping, Ningde shall be responsible for the improvement of the quality of reporting on epidemic information. Since overdue report by medical institutions has exerted a direct impact on the performance of the direct network report in Fujian, it is necessary to further strengthen territorial management, guidance and supervision of epidemic report for institutions for disease prevention and control at all levels.
