发展涉农教育:工业反哺的成效关键

A Key Factor in the Success of Industrial Back-nurturing——Developing Agriculture-related Education

教育对农业现代化具有重要支撑作用。政府财力反哺有限,教育是具有很高投资收益率的准公共品,发达国家工业反哺农业最先关注农村人力资本的增长。我国必须将教育反哺作为工业反哺农业的着力点,扭转农村教育的"离农"倾向,弥补涉农教育立法和政策缺失,完善涉农教育体系,推进工业对农业的教育反哺。

Education has an important supporting function in agricultural modernization. Financial resource for back- nurturing is limited, education is a kind of quasi-public goods of having very high investment returns ratio, and the growth of human capital is firstly concerned in the process of industry hack-nurturing agriculture in developed countries. China must tack hack-nurturing education as the key points of industrial hack-nurturing agriculture. The government should advance industry back-nurturing agricultural education through turning back from the farmers tendency of the rural education, and design legislation and policy on agriculture-related edueation, as well as perfecting education system relate to agriculture.
