A New Exploration on Goodnow's Theory of Common and Its Significance

古德诺的政治与行政"公地"思想对我国的政治体制改革有重要的借鉴作用。政党体制对于选举的影响比宪法大,法律因其重要而滞后,人性的共性导致了政治相似;政治与行政交叉,"公地"分配要协调和统一,通过政党的进退实现政治对行政的控制;行政功能划分为执行、司法、准司法、统计和科学功能,政治对于行政的控制局限于执行机构,其他专业部门要保持其独立性。

Goodnow＇s theory of common has a great significance to our country＇s government reform. In his opinion, party system has a greater influence than constitution, the first reason is that the law is lagged behind for its importance; the second one is the commonness of human nature led to a political similarity. Administration＇s function is divided into executive, judicial, quasi-judicial, statistical and scientific functions, political control of administration is limited to the implementing agencies and other professional sectors should maintain their independence.
