在"以人为本"的理论探讨中,关于主体的问题莫衷一是。本文认为,"以人为本"的人应当定位于公民。"公民",其外延更为宽广,内涵更加丰富。将"以人为本"的"人"定位于公民,是建设社会主义法治国家的需要,也是社会主义市场经济的大势所趋。其实践价值是在现代社会发展背景下,有利于加强监督、从严治党,防止将"人民利益"虚幻化;也有利于对公民权利的尊重和公民义务的履行,促进其主体性的发挥。
