The Popular Accountability of the Modern Public Administration

建立在政治-行政二分法基础之上的现代公共行政,以效率作为最高价值取向,强调公共行政体系的工具理性,在民主政治中承担间接民主责任。然而,随着社会的发展,公共行政逐渐成为国家治理当中的核心角色,这就使得传统的民主责任链条断裂,现代公共行政的发展面临困境。重振公共服务精神,并以公民参与为基础,建立现代公共行政更为直接的民主责任,才能化解现代公共行政发展的困境。

The modern public administration, based on the dichotomy of politics and administration which is oriented to the value of high efficiency, and emphasizes the rationality of public administration system, assumes the popular accountability in the popular politics. However, with the development of the society, public administration becomes the core of the national administration. It leads to the break of the traditional popular accountability chain and the difficulty in modern public administration. It is necessary to revive the spirit of public service, increase the civic participation, and build more direct popular accountability in modern administration. Only by these measures the difficulties of modern public administration can be resolved.
