摘要
以黔江地区为例，分析了我国贫困山区可持续发展面临的主要问题和具备的有利条件，在此基础上把区域看作一个完整的系统，运用系统论的观点建立了区域可持续发展目标体系，并采用灰色系统等定量分析技术与定性分析相结合的方法。
The article gives an example of the Qianjiang prefecture to analyse the main problems of sustainable development in our country's poverty mountain areas. The article regards an area as a system and apply the system theory to setting up the sustainable development index system. The index system concludes three levels: the first level is the objective indexes, the second is the measure indexes, the third is the factor indexes. At last, the article applies the method of combining quantitative analysis such as grey system with qualitative analysis to the analysis of how to decide an area's sustainable development objectives.
