闯红灯、扣奖金、单位评优的问题折射出我们在法本位思想方面存在的混乱,我们必须在重视权利本位的时候又不能过于强调个人利益,而是应当立足于社会公共利益,在社会优位情况下,尽量向社会本位靠拢,兼顾个人私利与社会公共利益。

Our confusion in law departmentalism is reflected in the problems of red light running, award withholding and excellent selecting. The author holds that people should not emphasize individual benefits too much at the same time when laying stress on rights departmentalism. With the priority of social public benefits, they should move closer to the social departmentalism as far as possible and take both individual interests and social public interests into consideration.
