甘肃电网工农业电价交叉补贴的探讨

The discussion of agricultural and industrial tariffs cross-subsidies of Gansu grid

由于地域、历史、政策等原因造成甘肃电网工农业电价交叉补贴的现状,导致电力、水资源的低效率使用及浪费,同时造成工商业及居民生活用电不合理的电费负担,给电力企业市场开拓带来了负面作用,也严重影响了甘肃经济的健康发展。通过分析、探讨,提出彻底废止通过电价进行工农业交叉补贴的做法,建议设立灌区农业扶持基金,对提灌工程和农民进行补贴。

Due to geographical, historical and policy reasons agricultural and industrial electricity price cross-subsidies exists in Gansu grid that leads to the low efficiency of electricity consumption and water waste, at the same time causes unreason-able tariff burden for the industrial, commercial and residential electricity consumption and makes the electric power enterprises markets a negative effect. All these seriously affected the healthy development of Gansu＂ s economy. Through the analysis and study, it is put forward the complete repeal of the adoption of tariff cross-subsidies for industrial and agricultural practice to set up fund to support agricultural irrigation areas, irrigation works and the farmers.
