构建和完善食品召回制度是解决食品安全的有效途径之一。应着力构建完善的食品召回制度的法律体系,构建完善的监管体系,引导和鼓励企业积极实行对缺陷食品的召回,加大对消极召回者和拒绝召回者打击的力度,以满足消费者对食品安全的基本要求。

One of the effective solutions to food safety is to establish completely the food recall system. There are such four ways to meet the consumers＇ basic requirements to food safety; establishing the legal system, constructing the complete monitoring system, guiding and encouraging enterprises to recall actively the defect foods, and intensifying the combat with recalling behavior either negative or refusal.
