如何构建一个科学、系统、完善的应用技术成果转化绩效评价指标体系是促进应用技术成果转化的重要问题。从系统的观点出发,介绍了应用技术成果及应用技术成果转化的基本概念;分析了应用技术成果转化四个阶段的要素流动特征;分析了以产学研为核心的应用技术成果转化的系统性特征;构建了应用技术成果转化绩效的系统评价指标体系。

How to build a scientific, systematic and perfect index system of the transformation of achievements in applied technology is very important in promoting the application of technical achievements. From the point of view of system, this paper introduces the concepts of achievements in applied technology and achievements in applied technology transformation, analyzes four phases of achievements in applied technology transformation and the elements flowing between phases, discusses principal parts of achievements in applied technology transformation with the core of Industry- Academy-Research, highlighting its systemic, and constructs index system of the performance of achievements in applied technology transformation.
